Austin-based video game developer Certain Affinity, known for its work with games in the “Call of Duty” and “Halo” franchises, said Wednesday that it is expanding to Toronto, where it plans to open a second development center.

The new facility, which is slated to open by March, will be in downtown Toronto and initially staff about 60 new hires, said Certain Affinity founder and president Max Hoberman. The new center follows a recent expansion of the company’s Austin office on Guadalupe Street and is being financed with the help of an $18 million development loan from China-based video game holding company Leyou.

By having a presence in Toronto, Hoberman said, Certain Affinity will be able to take advantage of universities in town with notable game development programs, become a major player in that market and establish international roots.
